Information from the Asian Transport Outlook indicates that 560 million people in Asia lack access to an all-weather road within 2 km (SDG 9.1.1.) and an estimated 1.3 billion people in urban areas do not have access to modern, efficient public transport (SDG 11.2). At the same time CO2 emissions from transport in Asia are the fastest growing sector of emissions and are expected to continue to grow.  Is it possible to develop and implement transport policies in Asia that will develop the transport sector and at the same time decarbonize the transport sector?
