Opening of the 5th Transport and Climate Change Week
Welcome to the Transport and Climate Change Week 2022! We are looking forward to this year’s edition with regional trainings in Africa, Asia, South-East Europe and Latin America. A hybrid conference in Berlin will take up the results of the regional events and connect participants worldwide. Side events offer the opportunity for BMUV and GIZ’s cooperation partners to disseminate their work at global scale.

Information from the Asian Transport Outlook indicates that 560 million people in Asia lack access to an all-weather road within 2 km (SDG 9.1.1.) and an estimated 1.3 billion people in urban areas do not have access to modern, efficient public transport (SDG 11.2). At the same time CO2 emissions from transport in Asia are the fastest growing sector of emissions and are expected to continue to grow. Is it possible to develop and implement transport policies in Asia that will develop the transport sector and at the same time decarbonize the transport sector?

Side Event by UNFCCC
Solid methodologies for developing an emission mitigation scenario in the transport sector becomes more and more important – especially as the new reporting format to the climate secretariat (UNFCCC) introduce common formats by 2024. What are these formats, which information and data are required and how to build a standardised baseline are crucial questions for countries. The training will provide an introduction to the topics of Biennial Transparency reports, baselines, methodologies and opportunities to apply these within the session with guidance by UNFCCC experts.

Transport globally accounts for nearly one-third of total final energy demand and about one-quarter of the global energy-related CO2 emissions. For the sake of our health, environment, and climate we need to rethink solutions that support environmental, social, and economic sustainability while meeting the surging demand for mobility worldwide and ensuring access for all.
What should be the fuel mix of a sustainable transport systems? What role can renewables play? Should we look for global or local solutions to meet energy needs of the transport system? This panel will bring together experts from science, politics, transport, and energy sectors to discuss the potential of renewables in achieving sustainable transport.

Side Event by UIC - International Union of Railways
Transport carbon emissions are set to increase by 60 percent in 2050 from 2015 levels, while they should decrease by over two thirds in a below 2°C scenario. A Paris-compliant sustainable mobility system will not be possible without the rail and public transport sectors. Considering the low energy and CO2 intensities of rail transport, shifting passenger and freight activity from more intensive modes such as private cars, trucks and airplanes to rail and public transport is a key strategy for net zero alignment. Investments in railways produce several multiple socioeconomic benefits such as job creation, urban revitalization, cleaner air, among many others that are not always easy to estimate and quantify. In this session, we hear from experts in the industry and in the finance sector on the return on investment in rail to society and how an enabling policy environment can get us there.

The objective of the workshop is to increase engagement from cities in Africa, Asia, and Latin America to join the action towards the electrification of public transport. The TUMI E-Bus Mission coalition partners offer a broad support for stakeholders at city administrations, transport authorities, private and public transport operators, investors, and financing institutions planning and implementing e-bus adoption. The workshop will present an overview of the approach and specific offers and opportunities to join.

In order to become truly climate neutral by 2050, we must reduce our dependence on fossil fuels and aim to operate free from emissions. Though the goal is to use 100% renewable energy, there are some industries that cannot yet directly electrify to become climate neutral. This is where Power-to-X comes into play. Power-to- X enables us to produce anything dependent on fossil fuels with renewable electricity and carbon. These sustainable and climate-neutral e-fuels can defossilise high emissions sectors. The PtX Hub works with partners in the public and private sector to leverage these potentials: to start the transformation towards climate-neutral industries and economies now, everywhere, in parallel, and fast. In this session, the PtX Hub invites experts to present on the sustainability potential of PtX and its use and benefits in the shipping and aviation industries.

Side Event by ClimateAnalytics
Emissions from passenger transport in many eastern European countries have increased dramatically over the last two decades. In some cases, such as Poland, they have almost doubled since 2000. Under the EU law, member states have national, legally binding, emissions reduction targets for sectors including transport. The Transport Emissions Disaggregation Tool (TEDiT) aims to facilitate policy making by helping stakeholders to better understand the main drivers of emissions from this sector, and to identify policy gaps and overlaps. This approach allows for more effective and efficient transport policy that increases mobility options while decreasing emissions. The TEDiT can therefore be a useful tool in developing sustainable mobility plans and facilitating smart mobility management. At this online event, representatives of the “EUKI Beyond Best Practices in Passenger Transport”” project present the tool and selected good practices from Poland, Lithuania, and Romania.

Many cities across the African continent have a large percentage of walking and cycling as the main mode for trips. However, these cities often lack the infrastructure to make active mobility safe and comfortable. Apart from easing congestion, walking and cycling have significant health and economic benefits, they foster communities and let local businesses thrive. In order to shift from the current car-centric infrastructure designs, there is need to plan and finance roadmaps and strategies to actively prioritise non-motorised transport. Speakers will share their experience in developing and implenenting strategies for active mobility, among them infrastructure design and bikeshare programs, and discuss the challenges and opportunities of financing active mobility.

Beyond its contributions to reducing transport’s GHG emissions, electric mobility has many potential benefits. One of them is the creation of local value chains, business activities, and employment. The session will give an overview on the current state and future potential for especially very light and shared electric vehicles in Africa; African entrepreneurs will share their experiences in designing vehicles, services, and business models that meet the needs of their local customers. In the interactive part, participants will exchange on the current evolutions in their countries, the opportunities they see emerging, and policy interventions needed to harness the potential of local electric mobility value chains.

The transport sector is an important pillar for social development and economic growth in Africa. Yet, in most countries, it heavily depends on fossil fuels and is often the second largest emitter of greenhouse gases. Aligning transport, energy, and climate policy while using financial resources in the most efficient way can make the sector a lever of sustainable growth and prosperity.
In the High-Level Panel, Ministers of Transport from Morocco and Ethiopia and government representatives from Lagos and Cairo will discuss the opportunities and challenges of a sustainable and low-carbon development of Africa’s transport sector. The Panel will address how the transition to a sustainable low-carbon transport sector can support social and economic development in Africa, what investments and policies are needed, and how collaboration among African countries and with international partners can support a climate-compatible growth of the transport sector.

Hybrid Side Event: Panel Discussion
The increasing movement of goods, especially in metropolitan centers, has created a challenge for city logistics that addresses the seamless flow of goods with negative environmental impacts and the need to improve safety, security and healthy living conditions.
In this panel, representatives from Latin American cities will share innovative approaches that are helping to address city logistics challenges from the public administration through practical examples and ongoing projects.
During the session the speakers will share their experiences in undertaking the most challenging aspects of urban logistics and expose the impact, this will establish a line of concepts and categorized topics in order to open the discussion with participants from different cities in search of contributions that enrich the knowledge on the decarbonization of logistics.

Discussion with the Council for Decarbonising Transport in Asia and partners from Vietnam, Thailand and India
14 countries in Asia have set themselves net zero carbon targets by mid-century. Nine further countries have signed the Aichi Declaration on “Making Transport in Asia Sustainable”, which includes a decarbonisation goal in line with pathways towards full decarbonisation in 2050. Together, 94% of Asia’s transport sector emissions are thereby covered by targets, but how to achieve them remains a matter of debate.
Alok Jain, Member of the Council for Decarbonising Transport in Asia highlights opportunities to develop transport strategies that align climate protection with social wellbeing, and policy makers discuss how to move from climate targets to real-world implementation of country-specific policy packages for zero carbon transport.

Closing Event for the TRANSfer Project
In this session, lessons learned and good practices from three partner countries in Asia will be shared, while bridging the success of the TRANSfer project to the upcoming transport projects. The interactive panel discussion is dedicated for Government partners from Thailand, Indonesia, and Philippines who jointly exchange on experience, impact and look ahead.
TRANSfer acted as a mitigation action preparation facility and specifically supported the implementation of the Nationally Determined Contributions (NDC) of the Paris Agreement in the transport sector. With funding from the German Federal Ministry for the Environment, Nature Conservation and Nuclear Safety and Consumer Protection (BMUV) it has supported several countries (including Peru, Colombia, the Philippines, Thailand, Indonesia) in developing greenhouse gas mitigation measures in transport.

Panel discussion
The field of transport has traditionally been viewed as a profession for men, despite transportation being a necessity for all and despite studies showing that women and men have different travel considerations and behaviours. There is a clear need to recognize and empower women—as users, workers, planners, decisionmakers—in the sector, to help ensure that our transport systems will be safer and better for everyone. However, this shift in perspective can be difficult to implement. In some instances, focus on safety has led to women-only public transport vehicles, or focus on diversity has led to gender quotas for panel and boards. This panel discussion will bring together experts and practitioners to discuss if these policies are truly beneficial and, if they are, how they can be successfully implemented without losing sight of the goal for equality.

Hybrid high-level meeting
The high-level event aims to discuss the challenges associated with the gaps between the NDC targets and the actions implemented by Latin American countries to achieve the 1.5°C reduction.

Although tactical urban planning facilitates participatory processes to socialize active mobility projects. This collaborative process seeks to recover and improve urban public spaces with the integration of both mitigation and adaptation measures to climate change. In particular, in terms of adaptation, tactical urban planning is quite useful for raising awareness among children and youth about the value and importance of having comfortable, safe and healthy public spaces and streets. This session seeks to share some results of cases of urban adaptation using methodologies that affect public health and safety, physical and psychological well-being, ecological connectivity, habitability and social organization, for an aesthetic improvement of the landscape, producing resilient, inclusive and recreational spaces.

The MoveToZero campaign in Electric Mobility is an initiative that seeks to demonstrate the progress of Latin America and the Caribbean towards the deployment of this technology with commitments and goals of the public and private sectors.
The event will expose the most relevant commitments signed in Bogotá under the MoveToZero campaign. It aims to show how, under this initiative, the city has articulated a dialogue to develop an ecosystem towards the formulation of its zero-emissions mobility policy, the most ambitious of Latin America and an example to the world.

Climate change related hazard, vulnerability and risk assessment is one of the first step in planning and developing climate resilient road transport infrastructure. Understanding of climate related hazards including climate extremes and climate induced hazards and their impacts on the road transport infrastructures is crucial in making decisions on climate change adaptation for the road transport sector. Understanding of the vulnerabilities in the road transport sector will further enable to strengthen adaptive capacities. This workshop presents an approach methodology for hazard, vulnerability, risk and criticality assessment for road transport infrastructure to support road agencies in South-Asia to formulate and implement climate change adaptation strategies for climate resilient road transport infrastructure.

In order to become truly climate neutral by 2050, we must reduce our dependence on fossil fuels and aim to operate free from emissions. Though the goal is to use 100% renewable energy, there are some industries that cannot yet directly electrify to become climate neutral. This is where Power-to-X comes into play. Power-to- X enables us to produce anything dependent on fossil fuels with renewable electricity and carbon. These sustainable and climate-neutral e-fuels can defossilise high emissions sectors. The PtX Hub works with partners in the public and private sector to leverage these potentials: to start the transformation towards climate-neutral industries and economies now, everywhere, in parallel, and fast. In this session, the PtX Hub invites experts to present on the sustainability potential of PtX and its use and benefits in the shipping and aviation industries.

Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH and Deloitte Touche Tohmatsu India LLP have jointly conducted a comprehensive study “Battery Ecosystem: A Global Overview, Gap Analysis in Indian context, and Way Forward for Ecosystem Development” which aims to investigate the complete value chain of motive/traction batteries used in the electric vehicle applications. The report documents the current state of traction battery technology, manufacturing, battery standards, policy and regulation, recycling, reuse, and battery swapping technology in India and globally. The recommendations for improving policies/ plans for promotion of efficient battery manufacturing, battery swapping infrastructure, safe disposal, recycling, and reuse of batteries is also addressed in the report.
Report 2: International review on Recycling Ecosystem of Electric Vehicle Batteries

Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH, Agora Verkehrswende and Indian Institute of Technology Bombay in India (IITB) have jointly conducted an international review on the existing battery recycling ecosystem. The report focuses on the policy and regulations currently in place for battery recycling in the countries/regions namely, EU/Germany, China, California (United States), Japan and South Africa.
