Chang Shen is an Associate Researcher supporting fiscal policy analysis within the Passenger Vehicles program. Chang holds a Ph.D. in transportation economics from the University of Maryland. Her research focuses on evaluating what kinds of policies and market incentives are most effective in promoting greener transportation and reducing GHG emissions.
