Janvier Twagirimana

Mr. Janvier Twagirimana has been working at the Ministry of Infrastructure since 2018, where he has held several positions including External Links and Donors Coordinator in the Transport Secretariat, Acting Transport Sector Working Group Secretariat, and Green and Inclusive Mobility Coordinator. In these roles, his primary responsibilities have included managing development partner–funded projects, designing project proposals aligned with government planning documents to attract funding, and supporting Rwanda’s green mobility initiatives.

At the Ministry, he led the team that developed the National Transport Policy and Strategy, adopted in April 2021, and the Electric Vehicles Adaptation Strategic Note. He also served as the focal person for the Government of Rwanda’s electric mobility program within the Ministry of Infrastructure.

In addition, Mr. Twagirimana has overseen various reforms and studies aimed at promoting green mobility and reducing harmful emissions from the transport sector. These include the vehicle inspection restructuring study, the drafting of national vehicle emission standards, public transport improvement studies and business models, and the feasibility study on the introduction of electric vehicles in Rwanda.
