Juan Carlos Muñoz is a civil engineer of industries specialising in transportation and has an MSc in industrial engineering from the Catholic University of Chile. He also holds a PhD in Civil and Environmental Engineering, and an MSc in Industrial Engineering and Operations Research from the University of California at Berkeley.

Between 1996 and 2022, he worked as a professor in the Department of Transportation and Logistics Engineering at the Catholic University of Chile. He founded the Bus Rapid Transit Center of Excellence and the Center for Sustainable Urban Development during this period. His areas of academic interest are: Public transport, active mobility, sustainable development, and system optimization.
