Raffael Held is a maritime engineer and Project Director at GIZ leading the Low Carbon Sea Transport program in the Marshall Islands. Based on-island since 2017, he advances near-zero-emissions shipping, became a founding source of the Jela Meto Maritime Training Center, and works with governments and communities to build capacity, shape policy, and scale equitable, locally led decarbonization across island regions.
